HURFON : National Human Rights Foundation (HURFON) is a national campaign initiated by senior human rights activists, lawyers, social workers, journalist and university professors who are relentlessly working to promote and protect all human rights, fundamental freedoms and institutional democracy since 1997 in Nepal.

As a non-political, non-profit making, independent and democratic social human rights organization, HURFON executes its aims and objectives to establish a civilized, peaceful, democratic and sustainable society by protecting and promoting the causes of human rights and democracy through advocacy, education and training, monitoring and research, seminars, conferences and legal support.

Preamble

The National Human Rights Foundation (HURFON) was founded to uphold and advance the principles of the Universal Declaration of Human Rights (UDHR, 1948), with a particular focus on economic, social, political, and cultural rights. Central to its mission is the promotion of human rights education as a means to foster respect for human dignity and fundamental freedoms. HURFON envisions a transformative human rights movement—Human Rights for the Third Generation—to build widespread awareness and drive comprehensive social change in Nepal.

Vision

To establish a civilized, peaceful, democratic, and sustainable society through an integrated human rights movement rooted in the ideals of the UDHR and related international covenants and laws.

Introduction

Established in February 1997, HURFON is a pioneering, non-political, non-profit, independent, and democratic human rights organization in Nepal. It is committed to the global values of international solidarity, independence, and the universality of human rights.

Founded by a coalition of human rights defenders, legal experts, gender specialists, sociologists, and academics, HURFON has consistently worked to promote and protect human rights, fundamental freedoms, and institutional democracy. It is registered with the District Administration Office (DAO), Kathmandu, and the Social Welfare Council (SWC), and maintains active partnerships with national and international human rights organizations.

HURFON has implemented numerous programs to promote social justice and democratic values. A key focus has been its advocacy for displaced Bhutanese refugees. It also serves as a pressure group against violations of human rights, social justice, and democratic principles.

In 1998, HURFON played a vital role in supporting the National Committee’s celebration of the 50th anniversary of the United Decleration of Human Rights (UDHR). It continues to align itself with national and international movements dedicated to strengthening human rights and democracy.

Under the leadership of its founding president, Senior Advocate Krishna Prasad Bhandari, HURFON launched the ‘International Campaign on the Transfer of Sentenced Persons–Nepal’ in 2003, advocating for the repatriation of Nepali citizens imprisoned abroad.

HURFON as a Dynamic Institution

HURFON champions the rights of marginalized communities, including ethnic minorities, persons with disabilities, and others deprived of justice and basic needs. It raises its voice nationwide against human rights violations and actively supports democratic processes that serve the people.

Mission Statement

As a non-political, non-profit, independent, and democratic organization, HURFON is dedicated to building a civilized, peaceful, democratic, and sustainable society. It achieves this through advocacy, education, training, monitoring, research, legal support, and public engagement.

Objectives

1.      Promote democracy and the rule of law.

2.      Advance peace, good governance, human rights, and fundamental freedoms in line with international human rights standards.

3.      Publish materials to strengthen democracy, human rights, and peace.

4.      Support victims in accessing timely judicial remedies.

5.      Conduct human rights education, research, and training for public awareness and social transformation.

6.      Empower women, children, ethnic minorities, indigenous peoples, persons with disabilities, and minors to realize their rights.

7.      Collaborate with government bodies, CBOs, and NGOs during crises such as natural disasters, conflict, and violence.

8.      Raise awareness about environmental degradation through research, training, and campaigns.

9.      Build partnerships with national and international organizations.

10.  Advocate for the rights of refugees and displaced persons.

Membership

HURFON offers membership to individuals aged 16 and above, regardless of caste, ethnicity, gender, or background, except those convicted of criminal offenses. Membership categories include:

General Convention /Election

The General Convention is HURFON’s highest decision-making body. It convenes biennially and includes founder, life, honorary, executive, advisory, and district representatives. The convention approves key documents, programs, budgets, audit reports, and strategic plans.

 

The elected Executive Committee appoints an Advisory Committee composed of senior human rights activists and respected civil society members.

HURFON accepts national and international donations and grants to support its mission of promoting democracy, peace, human rights, and education in Nepal.

Auditing

All financial transactions are transparent and subject to regular audits. Audit reports are approved by the General Convention and submitted to the DAO and SWC.

Affiliation/Network

1.   Founding Organization – Human Rights Home (HRH) Nepal. (HR Home is a common platform for human rights organizations and defenders to facilitate dialogue, collaboration, security, networking and info exchange to secure conducive environment for safeguarding human rights)

2.   Member Organization - Human Rights Treaty Monitoring Coordination Committee (HRTMCC) Nepal.

3.   Member organization – National Election Observation Committee (NEOC), Nepal.

4.   Member organization – People’s Campaign against Impunity – National Task Force Nepal.

The current activities undertaken by HURFON:

3.      Human Rights Monitor (Publications)

4.      Human Rights (HR) observation (Based on everyday HR situation of the country)

5.      Lifeline Initiative and Legal Support for conflict victims.

6.      Public awareness campaigns on human rights education, inclusive democracy, peace and good governance through interaction, workshop, public dialogues, discussion forums, trainings, fact finding campaigns, advocacy, lobby and networking.

7.      Campaign for peace, human rights and full-fledged democracy. (In co-ordination with Nepalese HR Community and HURFON network)
